		<description>Unfortunately Philadelphia doesn&#039;t have the foresight to make an intelligent decision.  Of the major US cities it seems Philly is the one thats always a day late and a dollar short.  Not surprising at all they would have the genius idea of marketing their already existing poor incentives to attract game studios.  Totally support what VGI is trying to do here - its going to be a very long tough road.  :/</description>
