In which we link out to the tech news from Philly and elsewhere (when it matters) that slips through the cracks and make it way fun. See others here.

You’re probably being watched in Lancaster.

This city of 54,000 in the middle of a rural county of the same name just may be the most closely scrutinized place in the country, according to a report from the Los Angeles Times.

As many as 165 closed-circuit TV cameras that will soon bring constant live surveillance of very nearly every street, park and other public space. That would be more outdoor cameras than cities as large as Boston and San Francisco.

Two more things are unique about the camera network, as the L.A. Times story suggests: it was built and maintained by a private nonprofit group and few seem concerned about the privacy implications.

The group, which hires civilians to move and follow the cameras and dispatch police to suspiscious activity, hasn’t found much public outcry.

“Years ago, there’s no way we could do this,” said Lancaster’s police chief Keith Sadler told the Times. “It brings to mind Big Brother, George Orwell and ’1984.’ It’s just funny how Americans have softened on these issues.”

There is some question as to the effectiveness of cameras, though. In what the Times report calls the largest U.S. study, US Berkeley researchers evaluated 71 cameras that San Francisco put in high-crime areas beginning in 2005. In December, they released a report that found “no evidence” of a reduction in violent crime, though it did note “substantial declines” in property crime near the cameras.

Hat Tip Philly Tech News.

The Donegal Insurance Group, based in Marietta east of York, will begin offering policies May 1 that offer a five percent discount on insurance for homes that use solar energy or a geothermal heat pump.

It is part of a growing trend for green initiatives to actually expand, despite relatively low gas prices. The commodity’s price still dictates interest in products like hybrid cars for some, but as oil seems destined to only increase in expense, the movement maintains.

The rise and fall conversation and market for an electric car is again on the rebound. The now 12-year-old YouthBuild Philadelphia Charter School on North Broad Street, which focusing on sustainable construction, got a visit from Michelle Obama. Green businesses in our region won federal stimulus dollars.

Vice President Joe Biden was in University City last month to talk about our city’s role as a green tech jobs hub. Funding for the same green industries have come our way.

Valley Forge lawyer Audrey Zibelman co-founded Viridity Energy, which aims at profiting by selling unneeded energy to the power grid. The trick is using a mix of energy generation units like wind micro-turbines and solar cells to create a virtual power plant.

“It’s the Prius Effect. Prius cars tell you their level of efficiency, and drivers start looking at that efficiency level as much as they look at their miles per hour to determine how best to use their cars,” Zibelman said. “Markets are like that. We all know that the more we know about pricing, the better we’re able to make decisions.”

High-cost energy scares have likely taught lessons of our future, making sustained efforts at increasing green attitudes a greater reality.

Codima, the international IT software manufacturer with North American headquarters in Denver, Pa. in Lancaster County, has gone and opened up facilities in Copenhagen, Denmark.

“Codima acknowledges the importance of acting locally, and our Danish operations enable us to further expand into the Danish market, where we have strong relationships,” CEO Christer Mattsson supposedly said in a press release.

Apparently Denmark is popping, having seen a 36 percent increase in voice over Internet protocol landline subscriptions, a Codima specialty, in the first half of 2008 since 2007, according to the Danish IT and Telecom Agency. Codima, which already has Scandanavian offices in Sweden, wants a bigger foothold.

Codima focuses on developing and marketing software that aim to cut costs, save time and better manage company IT networks, or, if you want a reason to stab yourself in the eye, see how the company describes itself.

The company also has operations in London, Johannesburg, Munich, Paris, Sydney and Tokyo, but, really, none compare to Denver, Pa.

According to the Inqy, Codima, “trades over the counter. Its price has ranged from 5 cents to $9.20 in the last 52 weeks.”
