‘Blogger tax:’ bill creating business privilege license exemption for ‘hobbies’ faces City Council vote [VIDEO]

Mike Lyons, who runs the blog West Philly Local, sits on a bench at Locust and 40th streets.

The following is a report done in partnership with Temple University’s Philadelphia Neighborhoods Program, the capstone class for the Temple Journalism Department.

Mike Lyons and his wife run West Philly Local, a blog that covers news in West Philadelphia.

His site has been up for just three months and gets a modest 800 to 900 unique visitors a day. Although Lyons hopes to monetize the site in the future, it has yet to make any profit.

For bloggers like Lyons, the year-long dispute concerning the city’s so-called ‘blogger tax’ has caused a great deal of confusion.

But new legislation introduced by Councilman Bill Green could keep Lyons and other hobbyists, including bloggers, from being required to apply and pay for a city business privilege license.

Councilman Jim Kenney on tax policy amid a recession

Councilman Jim Kenney was a staunch opponent of the city tax reform proposal from Councilman Bill Green and Councilwoman Maria Quinones Sanchez.

Later this month, revised plans from Green and Sanchez are expected, ahead of Mayor Nutter’s budget address. So, in chatting with Councilman Kenney in February, we brought up his issues with the tax proposal. Below, with light editing for length and clarity, are his thoughts:

Where did you stand on the Green-Sanchez tax legislation?

I was not in favor of that legislation, and I thought it was dangerous how they wanted to reorganize and revamp the business privilege tax in the big picture of it.

City Controller: 80% Non-Compliance with Sales Tax Laws; Philly Car Share owes $260k

A report claims to show the city’s top state sales tax delinquents, including $258,287  from Philly Car Share.

City Controller Alan Butkovitz today released an investigative report entitled, “Tax Discovery: Sales Tax Cross-Checking,” that found almost 80 percent of sampled businesses not licensed for a state sales tax were in operation but were not paying the state tax.

Philly business privilege tax reform legislation working group: discussing ‘contours of a proposal’ in March

A joint Philadelphia City Council and Nutter administration working group is examining details on business privilege tax reform, says City Councilman Bill Green.

“[We are working] to achieve the underlying policy goals of the BPT reform legislation, which includ[es] helping small businesses, encouraging job creation, closing tax loopholes and making Philadelphia an attractive location for businesses to locate, expand, and stay,” Green tells Technically Philly.

The working group is charged with taking elements of City Council Bill 100635, primarily sponsored by Green and City Councilwoman Maria Quinones Sanchez, and creating a new version more palatable to a big business community that labeled the legislation ‘ill-timed’ in recent council testimony.

The perception and practice of Philadelphia public schools and the depth and widespread recognition for the city’s startup communities are two issues that need the most addressing to develop the future of entrepreneurship here, according to a panel and breakout group discussion held Monday night by Young Involved Philadelphia.

The Business and Entrepreneurship night, which drew more than 50 young Philadelphians and a handful of prominent members of the city’s business community, was  in conjunction with Young Involved Philadelphia’s two-week State of Young Philly series.

“We’re looking for ideas that we can walk out of here tonight and do something about,” said Bernie Dagenais, the former editor of the Philadelphia Business Journal who last month became president of the Main Line Chamber of Commerce.
